Army

CACI has supported intelligence functions for the U.S. Army Communications and Electronics Research, Development and Engineering Center at Ft. Monmouth for more than 20 years. We have worked under a series of multiple award contracts to provide the requisite operational, program management, technical, engineering, integration, prototype development/fabrication and product support for the Intelligence and Information Warfare Directorate (I2WD) to meet its mission and customer needs.

Under our Strategic Services Sourcing (S3) contract vehicle, CACI and its team members provide U.S. Army CECOM broad ranging support to Army programs, including

In a seven-contractor environment CACI has competitively won over 50 Task Orders (TO) for multiple customers worldwide. In fact, CACI is the leading S3 prime contractor in the number of TOs awarded. Since S3 contract award in March 2006 CACI has won nearly one-third of all awarded S3 TOs, for a total of nearly $1.5B in awards.

Under the Field Readiness Support Team (FIRST) contract vehicle, CACI provides innovative and responsive logistics support to meet the evolving mission needs of the Warfighter. CACI currently supports the Directorate of Logistics (DOL) at Ft. Bliss with a team of over 500 professionals efficiently operating the DOL and maintaining to high readiness standards various fleets of Army vehicles and equipment, many from units returning from OCONUS deployments in combat areas.

In addition to the Ft. Bliss effort, CACI may be called on to support functional and programmatic services that may be required by

  • Headquarters Army Material Command (AMC)
  • Headquarters, Forces Command (HQ FORSCOM)

  • All other Army or DoD agencies, CONUS/OCONUS authorized to place orders against FIRST contracts

For the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) CACI has developed the Nuclear, Biological and Chemical (NBC) Sensor Processing Group (NBCSPG) that uses software and COTS hardware elements to create a sensor network for use on several NBC recon platforms. These include the NBC Reconnaissance Vehicle (NBCRV), the Joint NBC Recon System (JNBCRS) and most recently the Fox NBC Reconnaissance System (NBCRS) Block I Upgrade Plus.

The NBC Detection, Analysis and Communications System (NBCDACS) software developed by CACI automatically integrates contamination information with data received from other on-board systems into situational awareness information and transmits hazard and clear area intelligence to an Operations Center through digital communications channels. CACI successfully moved the program from the RDTE phase to the LRIP phase. Our efforts established the DoD baseline sensor network of nuclear, biological and chemical sampling; detection; and warning equipment to be integrated into multiple new and existing reconnaissance vehicles.

As prime contractor on the $272M task-based GENESIS II contract, CACI leads a team of 270 personnel providing on-site support to the Army Information and Security Command (INSCOM) in its mission to conduct dominant intelligence, security and information operations. The primary objective of CACI's work on the program is to develop, support and maintain electronic systems, security systems and prototyped SIGINT hardware/software suites and facilities in a high state of readiness.

CACI uses the Aviation and Missile Command EXPRESS (AMCOM EXPRESS) contract vehicle to field and support the award winning, CACI developed Resource Management Online (RM Online) resource management system for the U.S. Army Materiel Command (AMC). RM Online is a core capability that provides CACI with a competitive advantage in our market. The web-based RM Online system enables AMC to maintain a highly accurate, cost effective programming, budget and execution process.

A past winner of the E-Gov Pioneer Award, RM Online provides an interactive, collaborative environment that saves thousands of man-hours while effectively utilizing scarce resources. We are especially proud of this award because AMC was our first RM Online customer and remains our largest. The award confirms CACI's continued value to the Command and demonstrates our commitment to supporting the government's highest operational priorities.

CACI is one of the leading prime contractors, if not the leader in total value of task order awards for the U.S. Army Forces Command's Operations, Planning, Training and Resource Support Services (OPTARSS) since its inception over five years ago. Our major clients, encompassing more than 20 task orders exceeding $235M, are FORSCOM, 3rd U.S. Army, Training and Doctrine Command (TRADOC), the U.S. Army Reserve Command and U.S. Army Europe (USAREUR).

The services offered under OPTARSS include a very broad range of support services that cross both Army organizational and functional lines. These services require a significant diversity of skills suitable to a variety of IT and non-IT environments. The ability to respond and to perform assignments with high quality services within a stringent time frame is essential. Tasks that CACI provides include: Operational Planning, Training, Modeling and Simulation, Mobilization Planning and Execution, Deployment Operations, C4I Systems Management, Program Management Processes, Transformation, Organizational Support and Task Order Management.

For the National Guard Bureau CACI provides advertising and other media support through our State Media Support Program (SMSP) to help the Bureau and the individual State National Guard organizations recruit the talent they need to support both their federal defense and state Homeland Security missions.

Navy

CACI has been instrumental in implementing an innovative approach for managing multiple acquisition programs under the leadership of the Program Executive Office for Littoral and Mine Warfare. Many of the program offices in PEO LMW, such as JCREW which develops counter-IED systems, Anti-Terrorism Afloat and Naval Special Warfare, directly contribute to Operation Iraqi Freedom and the global war on terrorism.

As prime contractor for the PEO LMW omnibus support services contract, CACI has implemented functional communities of practice which have enabled integrated processes and procedures across the PEO's seven program offices. This integrated teamwork along with CACI's success in leveraging support service resources across the organization, have enabled PEO LMW to reduce costs and accelerate delivery of vital capability to the warfighter.

CACI supports the Director, Maintenance Engineering and Knowledge Transfer Division (SEA 04RM) at the Naval Sea Systems Command (NAVSEA) with

  • Qualified maintenance engineers, logisticians, research analysts, system analysts, programmers, trainers and business analysts who provide thought leadership and extensive policy, processes, procedures development and implementation in the related fields of Reliability Centered Maintenance (RCM) and Condition-Based Maintenance (CBM)
  • Implementation of RCM-based preventive and corrective maintenance planning including Surface Ship and Assessment Procedures Maintenance Effectiveness Reviews and NAVSEA's RCM Certification Program

CACI coined the term "Condition-Based Maintenance" (CBM) and helped the Navy formulate its transition from near total reliance on time directed maintenance to maintenance based on objective evidence of need using RCM principles.

The U.S. Coast Guard and the Navy have signed an MOU to allow for the exportation of USN developed programs to be used in the USCG. CACI is directly involved in the implementation of this MOU.

CACI formulated the curricula and provided trainers for the Navy's three-level RCM Certification program. Since 2001 more than 1000 In-Service Engineers (ISEs) and contractors have been certified via this training program.

Additionally, CACI provides enterprise solutions for improvement of maintenance requirements determination, specific work determination and assessment of results for organizational, intermediate and depot maintenance and modernization of combatant and noncombatant surface ships or other government weapons platforms. An example of this is the DoD's e-Government award winning and CACI developed Navy RCM web-based applications. These include eRCM (Reliability Centered Maintenance) and eBackfit (RCM Backfit).

In making the award to CACI DoD stated that these applications were "an excellent example of a transformational initiative contributing to business and mission improvement and effective information exchange."

CACI is also currently supporting the integration of the Navy's Preventive Maintenance System (PMS) and Integrated Class Maintenance Plan (ICMP) IT systems.

Other Defense Agencies

Defense Information Systems Agency (DISA)

CACI has supported DISA since 1989 providing complex technical solutions and services worldwide. CACI is one of the principal service providers for the implementation, operation and maintenance of DoD's premier communications backbone known as the Defense Information System Network (DISN). We sustain mission critical networks such as the NIPRNet, SIPRNet, DISN Transport and DISN Video Services, among others.

In support of DISA CACI also provides global net-centric solutions to our nation's warfighters under all conditions of peace and war. CACI is the predominant IT services provider supporting a highly sensitive DISA agency that designs, operates and maintains presidential communication systems. In support of that agency CACI integrated computer network security solutions that formed an impenetrable IT network which the National Security Agency (NSA) evaluated as one of the most secure government IT networks in the U.S.

DISA recognized CACI's unique strengths and capabilities by awarding CACI an Encore II prime contract.

Missile Defense Agency (MDA)

As the market leader in contracting and acquisition support, CACI has supported the MDA since 1993 by providing complex contracting and acquisition services. CACI's expertise has been pivotal in evolving and transforming MDA's mission over many years.

CACI's services are essential to awarding multiple billion dollar missile defense systems and associated services contracts. This cornerstone program has led CACI to become the premier contracting and acquisition support contractor and for the entire DoD and federal civilian marketplace. It has enabled CACI to build a strong core competency anchored by over 300 contracting and acquisition professionals.

Office of the Secretary of Defense (OSD)

As the OSD transforms DoD toward being data-centric and SOA focused, they are utilizing CACI's thought leaders to provide extensive enterprise architecture expertise in the areas of information sharing, IT Infrastructure consolidation, NII (National Information Integration) policy and transition planning. Since 2001 CACI has supported the OSD CIO with standardizing and consolidating the OSD component IT Infrastructure to improve network performance and to leverage IT solutions across the OSD enterprise.

CACI has also created and deployed enterprise financial and acquisition solutions to various OSD components organizations.

Business Transformation Agency (BTA)

CACI has worked closely with the BTA and its predecessor organizations in support of the development of the Business Enterprise Architecture (BEA) and the Enterprise Transition Plan (ETP) since the inception of these documents. These documents provide a blueprint and roadmap to guide the capabilities developed for DoD business operations.

We also actively support the BTA mission by developing and integrating systems to improve support to the warfighter and to provide critical DoD business information to the decision maker and taxpayer. CACI's factory-to-foxhole experience has been integral to the success of the enterprise systems the BTA currently manages. Of the 20 + enterprise business systems the BTA's DBSAE (Defense Business Systems Acquisition Executive) manages CACI is the lead developer and/or a support contractor on many of the major DoD business systems. These include

CACI supported systems touch most dollars handled by DoD. For example, over a trillion dollars of transactions have been processed through WAWF - a CACI developed system that handles invoices, receipt and acceptance. CACI continues to leverage our more than 45-year history of support to the DoD to provide the BTA with thought leadership in the areas of acquisition, finance, logistics and human resources.
